Kindergartens in Serbia

The state run system consists mainly of kindergartens, day care and education programs (age 3-7) and crèches (for children 1-3 years old).
Kindergartens are not compulsory, except the last year which is now a part of the preparatory preschool program. In the year preceding starting school, the program is carried out for four hours per day, for a period of at least six months. There are only around 15 privately owned kindergartens recognized by the state. Other private kindergartens will not be authorized to organize the preparatory preschool programs so if enrolling your child into the public school you should know that he/she must be enrolled into the state kindergartens before the first year.
The hardest thing is to enrol the child in the kindergarten if both parents are unemployed (do not have proper documents). Places are usually VERY limited and you must submit an application well in advance to be sure of a place (usually in April or May). Prices are very diverse. For example, prices in Belgrade are between 649 dinars and dinars 8660 and the additional discounts are widely applied (average income of parents, number of children going to the kindergarten, single mothers, active loans etc.). A Serbian nationality is not mandatory if parents bring the paper stating their residence on the municipality where the desired kindergarten is located. Children who are the foreign citizens can enrol in kindergarten under the same conditions as the citizens. The average cost per child is paid in that case. If your child doesn’t speak Serbian we recommend the private bilingual or English kindergartens.

For the both, privately and state owned institution, at enrollment the parents or guardians need to provide a health examination certificate and birth certificate. In addition to the documents relating to the child, the state kindergartens require the submission of a large number of documents concerning the child's parents.
Private kindergartens in Serbia provide better overall conditions than the state one with the more flexible working hours, professionally trained staff, smaller groups, high teacher to child ratio, better teacher's attention and very diverse programs. For the private kindergartens, parents are paying a larger enrollment fees at the beginning of the year. Prices in Belgrade are going from 170 and up per month and depend on the quality and variety of programs taught to the children, number of teachers, meals, working hours etc. Price in Novi Sad goes from 150-550 euros, also depending on the various factors.
